Debited $199 no authorization & no card! Big rip-off new york

On September 24 my checking account was debited $199. From U.S. Guardian AKA first Capital Consumers Group - now previosly I had been contacted regarding obtaining a credit card - I absolutely did not authorize in any way shape or form the withdrawal of even $1 never mind $199 from my account..

My husband will flip when he finds out... Please help me get back my $199 and help others not to get ripped off... And the best part is I paid $199 for a credit card I never even got!!! How the hell can this be legal?!
