Robert Kocak works out of his home office in 8231 W. Carlota Ln in 85383 Peoria.
He thinks that is is cheaper to let other people pay for his advertisements "Is Your Medical Insurance Costing You A Small Fortune?" and faxes them out to almost everybody who owns a fax machine in the Phoenix area. This has been illegal since 1991 but Robert Kocak thinks that the laws (Telephone Consumer Protection Act, TCPA) don't apply to him.
When sued for statutory damages (the TCPA gives junk fax victims the right to sue for $ 500-1500 per fax received), he files "counterclaims" for $ 12,500 and tries to move the cases from Small claims or justice court to Superior court.
