Wanted 2600.00 down for a 12000.00 loan for my college student daughter and then backed out of the loan stating she would get her down payment back next month

I applied for my first loan to combine loans as a college student and they wanted 2600.00 down. I gave them the money and they backed out of the loan, and I am afraid it was a scam.
