Credit card ripoff

This company took $129.00 from my bank account in hope that I would receive visa credit card in 21 days it has been over 30 days and nothing and when I call they give me the run around.

I would like my money back because I'm paralyzed in a wheelchair and don't have the money to give away. Please Help!
