This report is actually a followup to other letters I have read on this site regarding NCO in Horsham, Pa. This company claimed I owed several thousand dollars on an account that was a 1993 charge off. The people calling me were obnoxious and threatening to me.

I explained that I did not owe anything this amount. I checked my records and could find nothing. If there was anything it was already dismissed in a prior bankruptcy. However, I found nothing that linked me to what they were telling me.

I did find that through my credit reporting service, that NCO had viewed my credit report during June. This was around the time I refinanced my home. I feel that this was a link to them pulling up my report. I still don't know how they could legally do that. I certainly did not give them permission to do so. They were simply trolling for these reports.

I called an attorney and he told me this: That Judge Scholl, former Bakruptcy Judge for the Easter District ruled that unsecured (credit card) debt is a non-priorty debt and it is discharged even if not in a bankruptcy. The 3rd Circuit Court of Appeals has agreed with that ruling. He said if they continued to harrass me they must be prepard to answer to the current Bankruptcy Judge for the Easter District as to why they are in contempt of this ruling.

I followed this lawyer's advice (for which I am thankful), sent a registered, return receipt requested letter to these scam artists, filed a complaint (online) with the FTC, notified my local State Senator's office and ended with a complaint to the Pa. State Attorney General's Office.

Within a few days of NCO's receipt of my letter... The phone calls and letters stopped! Today, Sept. 14, I received a letter from them telling me that:

"The above referenced account is closed in our (NCO) office." We shall cease further attempt to commuicate with you (me) concerning the above account.

Well, no kidding! I would advise everyone who has been affected by NCO, to employ the same tactics I did. This is the only way to shut this place down! I am hoping that the PA State Attorney General's Office is able to do this as soon as possible. Of course, those of you in other states should contact the Attorney General in your state in addition to PA. Hit them (NCO) and hit them hard! They deserve it!
