Paid for a Beyblade Toy That Was Never Dispatched

I am from India. I ordered a L-Drago Destroy (Destructor) Metal Fury 4D Beyblade BB108 B148 and paid 13.56 USD (Rs.946.62 INR).

eBay issued the transaction details as mentioned below:
Estimated delivery: View order details and contact the seller for more information
Tracking Number: LJ914667567US
Shipping service: Economy Int'l Shipping
Item # : 261503034246
Transaction id : 1896761662016

I have tried to contact them, but they do not respond over mail. More than the feeling of losing money, I feel depressed that a company governed by the stringent regulations of a great country like the USA has cheated me. Please resolve the issue by understanding my agony.
