Miamidae. Gov site not accessible

Dear sirs

I live out side usa. I need to pay my us property tax before end of nov. For last 5 days i am trying to access the site to pay taxes on line. Its just not possible.
The site: miamidade. Gov/taxcollector is just not functional or not accessible from any computer in my country of residence.
