Ripoff

I paid for a plane ticket $1,200 in June but I didn't get the ticket because I didn't get my passport. The flight departure is in December 26. I decided to cancel my flight, and MSC agency would charge me $500 cancellation fee. I find this fee is such a rip-off. Please, justify this.
