Rip-Off Unsolicited phone call to send Free newsletters. Unwanted newsletters not received

We received a telemarketing call in September (so says Angel at International Credit Collections) of last year offering us a free newsletter. I declined. She convinced me that it was free, with no obligation what-so-ever. So, I said "OK" and then forgot about it. Is that still a SLAM? Never received any newsletters, but yesterday I got a call from a Collections Agency in the 607 area code.

Upion investigation, Progressive Business Publications had sent a collections invoice to "International Credit Collections" for $299. I complained, but Angel at the Collections Agency couldn't do anything about it, wouldn't accept my explination, wouldn't identify a name of a person at the company or a phone number of this company so I could call and complain. However, they would "settle" for $195, but I refused as I neither obligated my self or this company to get any costly newsletters.

By going to "usacomplaints.com" I was able to at least identify the company doing these Scams. Our Colorado State Attorney General has several similar complaints, but won't prosecute because they are out-of-state in Pennsylvania. I've written to the Pennsylvania State Attorney General, and will await a response.in the meantime, I will attempt to dispute this bill, the collections agency demand, and the unreceived newsletters issue.
