Have been trying to receive my $20 rebate from Bissell with no luck

Since December I've been attempting to obtain my $20 refund from Bissell without any chance.

I completed the Bissell Refund Type, connected my "unique" bill and cut right out the UPC tag in the container and shipped everything in.

In middle-January I obtained a "Xerox" backup of the Bissell form that mentioned that I'd not complied with almost all their demands regarding stated refund, and so, wasn't eligible for something.

Since that time I've e mailed their customerservice department, named their customerservice department, and delivered a registered notice for their corporate headquarters simply to get a notice from their store declaring they require the "original" bill and "original" UPC tag in the container to be able to approach my request.
