Trying to rip me off of 20.00 dollar's by saying if I did not send $19.99 I could not clam 1,900, 000.00

I have received in the two letter's stating I have won in one was 1,900, 000.00 and in the other one1,400, 000.00. They want me too send 19.99 too Po box 9002 Levittown Ny 11756 and if I did not do so with in 13 day I would give up my right to the money there is no phone number or email to respond to just the Po box
