Ripoff on Verizon phone bill

This is what my phone bill says: (Not all, but in part)

Billing on behalf of calling 10 15 15 800 (Is this an actual phone number?)

Jul 27 USF Carrier Admin Fees 1.65

Jul 27 3:25 pm Dir Assist 101-515-8000 5.49

State Tax. 12

Total 7.26

I wonder how I made this call... I had the phone company take off my long distance service several months ago. I don't use long distance so why pay for it.
