MCI WolrlCom created an account for my phone number without permission fraudulent business Eugene

I recieved my July telephone bill. There was a charge for MCI as my new carrier for long distance $4.95 a month. I did not sign anything whatsoever!!! Now another month goes by and $4.95 again. I will not pay for something I did not agree upon. No one from MCI told me I was going to start being billed. Can I send them a bill for wasting my time???
