Bellmanscarts.com - eshophere.com ripoff I paid for luggage stand it never was delivered

I ordered and paid (PayPal) for a luggage stand for a direct send xmas present. A few months later when I didn't get a thank you I checked and it never was delivered. I was too late by a few days for a Paypal claim & refund. Paypal said they would refund after 1 year but then changed their minds..
