Mitchell N. Kay, PC Law Offices - Lies, Cheats and Frauds consumers!

Today, I checked my mail and received a letter from Mitchell N. Kay, PC Law Offices.
The letter said that this was a collection letter in the amount of 443.15 for a JC Penny Card. (A card which I never had.)
Mitchell N. Kay, PC Law Offices offered me the opportunity to settle the account with a lump sum payment of 176.86.
Why would I settle something which was utterly false and a lie.
I contacted them and after the person on the other end said a disclaimer stating that this is a collection agency and it is our goal to collect any debts owed.
I said, Well - Now let me inform you that I am recording this telephone conversation and any lies or false statements can and will be used against you.
Click, Tyrone hung up on me.
I called back. Spoke to a young lady and again went through the disclaimer and my disclaimer.
I informed them that I had never had a JC Penny card, They told me the name on the account. The name was inncorrect. They did however have my SS number. (Which leads me to believe that they scam people everywhere)
When I asked when they received this debt, they said in 1996! - Yeah, Here it is 12 years after the fact and they are attempting to collect a debt on a credit card which I never had or used. Not to mention under a wrong name but under my SSN!
