On Clark Street by Harrison on the south side of the loop there is a stretch of parking meters you have to pay for two hour parking from 8:00 am to 6:00 pm. Then there is a 7:00 am to 9:00 am TOW ZONE sign in the middle of the block by a driveway. I received a $50 fine for parking by the meter. Other meters elsewhere in the city have a sticker right on the meter indicating that it's a TOW ZONE during part of the day.
This is a confusing scam the City of Chicago likes to keep because it rakes in money. I was lucky I came back just before the TOW TRUCK DRIVER HAD A CHANCE TO COME BACK FOR MY CAR - I saw he was towing the one that was parked in front of mine. The fine would have been $200.00.
