If you plan to work for The Apollo Group aka The University of Phoenix whatever you do, DO NOT assume just because they mandate employees complete quarterly Ethics and Compliance Training, or because they claim to denounce fraud, waste abuse, kickbacks or conflicts of interest that they actually intend to prohibit this activity.
I reported a complaint to the Ethics Department including laying out the detail in how the fraud was being conducted. Next thing I know I was forced on a leave of absence, spent the subsequent 10 months in the most hostile of work environments until finally being let go. The culture in this organization is highly toxic and only those whom are capable of ignoring what they see, and pretending everything is what it is not are cut out to work at the University of Phoenix.
