This person was to prvide me with id papers. Wasgiven a price of $200. He sent me a an email with the cost. He contact me to say the papers are ready and want another $200

I threaten to report him if he did'nt email the papers. He agreed to email them as long as i did'nt report him. His now sent me an email wanting me to pay for the $200 after the papers have been sent.
