Instructions stated to complete Prize Claim Certificate and "include the $26.59 Transfer Fee for processing this $532,500 Stimulus Rebate Benefit into your name, Eva".

The letter included a check in the amount of $532,500.00 signed by Franklin M. Davis. The backl of the check stated "Not a negotiable instrument. Do not cash". The letter was also signed by this Mr. Davis, Officer of Allocations.
