Writes bad checks

I received a check from Paul Gohranson in May for $30 and the check bounced. He refuses to honir his bad check and I am out $55 because of his bad check. $30 for the check and $25 for the bounced check. I have sent a copy to the bad check division and they said it is a civil matter and can't help me get my $55 refunded to me.
