Sending mail that i won 2,000, 000

Again I received a notice that I won $2,000, 000 but I have to send $11.89 I would like to catch the crooks who send that, if i lived in Kansas City I would wait by the PO box and arrest the one who picked up mail or go to the post office and have them check who pays for the PO box. This has been going on to long.
