Mr. Gaffney seemed like a decent guy. He has a smoothness about him that "appears" to notice his many, many tenants. Just so the picture is clear: he purchases a building, fo0llowed by immediate construction and rehab of the property. Seems ok until you factor the rest of his method. He rehabs ALL apartments, and quickly by forcing tenants out one at a time. Every tenants rent goes up upon beginning of construction. He raises the rent higher than he will eventually rent it, after all the improvements.in addition, none of the improvements are eligible to current tenants. He will do whatever it takes to get every single unit emptyand begins the 7 day a week construction, which starts at 7:30 AM.
Therefore, if your water does not turn on in the bathroom... He forgets the detail. 4 days later, still forgetting. Roof falls in on your white couch, not his problem.
Personally, this is one of the most bizarre examples of misuse of power. He locked our entire building out of our circuit breakers. My lights went out-breaker flipped. No one cares or has a key.- No Hot water two days in a row? Not today..."maybe tomorrow, " says useless managerwith little information or ability to do anything.
This man is so dirty, he tried (unsuccessfully) to evict me, while holding 3 months of deposit, refused to take the keys from me on scheduled walkthrough, and proceeded to charge me (STEAL) $1,000 out of my deposit for "Re-Keying the Entire Building." He locked out the entire building in hopes I would not be able to return my keys. The man belongs in the nut house, not in the real estate business. Moreover, he got away with it.
I still do not understand how the risk of the building blowing up would be worth locking all tenants' breaker boxes. Fire hazard is an understatement. If you are considering renting from him. Do not do it. You will quickly be sorry.
