We also got scammed by AllAppsPortal / thephonewiz. We paid all the fees, purchased all they recommended (traffic, clickbank & banner ads) to get things up and running quickly and they would do all the work. Have no proof they did anything for the site. Big joke on all of us. The site is up and running (so far) but have got nothing from it. Don't recommend this to anyone. Luckily they really didn't get awhole lot from us, but enough.
Have now found a great site to deal with and get some extra income coming in. There are some decent ones out there, just check them out before purchasing anything. Check it out at ebooksprofitsystem.
