First Exam advertised their Postal Battery Exam Preparation Guide in the local newspaper. After discussing the product and process with a live person, I was assured that the fee of $99.50 was fully refundable. After receiving the material I visited their website which has no information about who they are, but directs one immediately to the USPS site.

As no tests have been offered in my locale for several months and I secured other employment, I returned the guide per written instructions and requested a refund. The Atlanta Bulk Mail Center sent a letter with the labels used to mail the guide attached stating "an empty wrapper with your address was found in the mail and is believed to have been separated from a parcel during handling." Presumably, the parcel never made it to the P.O. Box number supplied to me, but this experience motivated a search for reports of similar incidents.

After reading the posted reports at usacomplaints.com I don't believe any further attempt to contact First Exam will produce a positive outcome. First Exam intentionally created the impression that the guide was the first step in the process of testing for employment with the post office and this is totally false.
