Sold me a Cd twice i never got and has cost me over 100.00 so far

I ordered a money making cd over the phone for 1.95. I waited 3 weeks and never got it. I called back and reordered and still haved gotten the cd but my sons paypal account has been charged 49.99 per month for 2 months now and we are haveing a hard time getting our money back. I have not accessed the online information at sellers lounge. This has been a total rip off and we are trying to get our money back.
