Pay a fee, to recieve a 12,000 grant for free Not Known

I was contact by emma and ronald price saying if i pay a 359.00 dollars from my checking acct. On the 19th of october that i would recieve 12,000 in my checking for a grant and never have to repay the acceptance code they gave of 3409926. Is this a possible ripoff or this legitimate. Very concerned please contact me tnanks for your help. They claim this is a federal goverment grant?
