Plain and simple this happens on my Walmart money card something like once a quarter. There are these little insignificant charges which would go unnoticed if you aren't on a fixed income. There is absolutely nothing stopping you from scamming ALL walmart money card holders, because GE Money bank OR Walmart do not care and there are no safeguards or protection from such fraudulent activity.
Their response when I have called them in the past about this issue is that they cannot and will not do anything about it.
