Took money, did not deliver product

Placed on order in April and never received the product. They ignored several email inquiries, then sent me in early June, after a runaround, a bogus resend notice. At the end of June I contacted them again... They ingored those emails too... And eventually sent the following notice. I quote it verbatim, because it is very... Creative... And deserves to be shared as an alert to others who might be unfortunate enough to deal with this company:

"Thank you for your inquiry.
Since the beginning, CyDrugs had a positive outcome with our creditcard payment method. Unfortunately, our merchant's company policy changed, which has disabled us to refund the credit cards.
We have exhausted all options to refund your credit card. Therefore, we want to advise you to contact you credit card issuer and request a credit back to your card.
We deeply apologize for any inconvenience this may have caused you, as we did not anticipate this unfortunate situation for both you and Cydrugs.
If you have any other questions, feel free to contact us again.

No product, no refund, the only communication a lot of nonsense.
