C Class IP Hosting
I paid $30 for my first months hosting with them and haven't heard anything after 3 weeks

This site is a complete scam

Every time you contact support they say its a sales issue, and sales dont answer anything and are never online. Http://screencast.com/t/QItUHiGgk

I paid $30 for my first months hosting and haven't heard anything from them since.

They know what they're doing because...

Paypal don't do anything because it's not a physical product.
Their hosts (Softlayer) could do something but choose not too. And tell me to contact my local law enforcement agency.
The company (WHMCS) that supplies the software they use to power their web site won't do anything either.
