Poor service

I've centurytel web after I first requested it I needed 10meg was informed they just had 5meg in my own region and so I mentioned okay and requested 5meg 3 months later however had really sluggish web and had previously named and reported many times. I subsequently discover that I just had 4meg and thats all I really could get but after performing dsl speed check I then found out im just get 0.17meg download and 0.55 post. Cant view netflixs, perform ps3 online or my spouse cant do her research for university. I've named daily going back week and maintain receiving informed we've a slow-speed problem happening since september (this in november today). They claim they're focusing on it and don't understand once they may have it set. Keep providing me breaks for that web however it hurts bad-but its the only real web organization in my own region. Its a organization and wouldn't suggest it to anyone. They'll not really deliver somebody out to check on it.
