Bought a Nintendo through Ioffer and PayPal. Delivered a tiny doll. Neither company will help. Total scam

Purchased a Nintendo game console through ioffer and paid through PayPal (thinking that would be safe). Seller delivered a toy doll by courier from Shanghai. Neither ioffer nor PayPal will do anything. Total scam.
