Predicto.com unauthorized billing to my cell phone

This company automatically started billing my cell phone account $9.99 / month without my approval or knowledge. My carrier is T-Mobile and they stopped the service and credited me the 2 months of service they charged me. I consider this fraud and I am also concerned why T-Mobile allowed this to happen.
