I discovered a $4.81 charge to my Checking account.investigation revealed that it was from cheapestthemes.com, an outfit unknown to me. I learned they peddle windows smartphone themes and had a sordid history of defrauding people.

They self identify as "Electrical Contractor" in the details of the charge. The actual payment is for "Contracted Services". The site is registered through Melbourne IT, LTD. D/B/A Internet Names Worldwide, hosted in Encino.
