Identity Theft need to stop these people that take your money illegally. Even if its 7.99 Internet

I just want to know how they get a way with it. I spoke with one company who said they are not responsible. I was denied my money back, they didnt get the 31.98 but i did get charged an insufficient funds charge. On august 1 and sept 1 the 7.99 charge came out. My bank said they would stop it this month but it made it thru.
