The Billing Resource billed on behalf of the Residentail Voicemail company a service that we never requested and under someone else's name! Ripoff Salt Lake City Utah

The Billing Resource company billed on my Qwest Phone bill a charge of $13.22 on behalf of a company named REsidential Voicemail for a voicemail service we never requested. When I called the Billing Resource they told me a guy named "Steve Hans" signed us up for it. I don't know anyone by that name!

When I told them to immediately cancell the service, they then went into trying to sell it to us at a reduced rate. They finally agreed to cancel it. But it turns out I had been billed for this for 3 months, and they said they could only refund me for 2 months of it. When I called Qwest, they said that by law they were required to allow 3rd party billing!

Why aren't Internet companies required to show proof that the person signing up matches with the person on the account? RIght now anyone can sign up using someone else's phone number and address and get away with it. Why can't Qwest mark clearly "3RD PARTY BILLING" on our phone bill? So it's clear to the consumer that this type of billing was added.

WHy aren't Internet companies required to mail service contracts via 'snail mail' to the registered address? That would have alarmed us immediately to this addition that was made with our knowledge. OR Is Residentail Voicemail doing this themselves, to drum up business?
