Fraud with me from ebay send the payment but not answring anything or not sending my payment back or item

I have send him the payment of $1900 but he is not sending me the item or my payment back. He is not answring any of my phone calls or emils. So what can i do. To get all my money back i have made this payment through paypal. But he told me to close the claim in order to recieve the item so i will also give you payment information over hear
