One Call - Opticom - Call One - OptiOne Ripoff, scam, harassment, unauthorized billing, harassment, multiple phone calls per day with a promise not to stop

I have just recently begun receiving phone calls from a company calling themsleves Navicomm LLC, demanding payment for services not authorized by me. I have had times on my computer where pop-up windows have started popping up and I can't get rid of them. I would shut down my computer to get them to stop. I did not authorize any services and certainly did not look for pornographic sites! I refuse to pay them, however they refuse to stop calling. My wife and I both are elderly with heart conditions and the stress is starting to affect both of us physically. How do I get them to stop?
