ALPA Disorganized and provides poor to no education to adult learners

ALPA falsely bills Medicaid for their clients, when they are not providing care to their clients. They are ripping off the Alaska government.in the education department there are 4 individuals that are not qualified to teach the GED clients. Its a Alaska law that all educator are required by the United States Department of Education to have all Faculty members shall be competent to teach the subject matter offered and shall have reasonable latitude in their choice of teaching methods. The institution must provide evidence that all faculty members are graduates of institutions accredited by agencies recognized by the United States Department of Education. The grants are always over budgeted and have been comingled with other grants for many years; ALPA has been misappropriating funds to appear as if they are managing them correctly. This is not only unethical it is against federal law. Federal agencies shall not require physical segregation of cash deposits or the establishment of any eligibility requirements for funds which are provided to a recipient.

However, the accounting systems of all recipients and subrecipients must ensure that agency funds are not commingled with funds from other Federal agencies. Each award must be accounted for separately. Recipients and subrecipients are prohibited from commingling funds on either a program-by-program or project-by-project basis. Executive Director is a license attorney who has never been able to hold or secure a position in his field. He has not been successful in winning cases, how can he effective manage and operate Adult Learning Program of Alaska. He has instructed his staff to fudge the GED graduate numbers. He is unethical and has created a hostile work environment for staff and students. He also has poor hygiene and continues to offend clients, students, guardian, co-worker and the community. He has instructed, allowed and directed all departments to commingle funds under his leadership and supervision. This known practice has been in operation for many years..

Education Director previous worked in the Deli at the local grocery store prior to obtaining her current role with ALPA. Clearly this individual doesnt have the credentials nor the skill set to hold such an important role with ALPA.

Supportive Service Department is not affectively supporting the clients, the clients are only known as dollars to this department. They have no regard or no quality care being provided to the clients. The staffs who provide service to those clients havent built rapport and they havent been properly trained to deal clients and their needs. The Supportive Service Department has mismanaged the Alaska government funds for years. They have continuously stolen the Medicaid funding from the disabled community and the government.

IT guy is the GED examiner he doesnt have a degree nor does he have experience or credentials with conducting official state test. The Executive Director instructed, allowed and directed him to give the official GED test to clients on a daily basis. According to the ALPA they claim that the Adult Learning Programs of Alaska has always focused on educational services to underserved populations. They have clearly taken advantage of the underserved population. The agency has long offered job readiness training through varied venues. It is a member of the Alaska Job Center Network which is a partnership of governmental and non-profit entities who partner services and leverage resources to better meet the employment needs of communities. Adult Learning Programs of Alaska maintains memoranda of agreement with many organizations and service providers throughout Fairbanks, the Interior, and State of Alaska to ensure quality service to those who access services at the agency. It would nice to have them live up to these standards. The job center network is a joke and the Executive Director has been fudging the graduate and placements rates for years. This cannot continue to go on; otherwise the government will be out of 3.2 million easy in the years 2014.
