Charging for cancel an un-open account

I am triying to get my GED diploma, and asking for inf. To the stratford institute, they askme for 10.00 dlls to sendme inf. But they sendme a package with couple writing pen's, and a test paper, wich I send them back
and they billme for cancelation fee, 168.00 due, after I ignore it, I receive a letter from USB corp. For a attempt to collect, o ruin my credit. Is not the money than I am worry about is about, (rip-off legal b s thing)

Please inf. If is a seriuos matter o they triying to scare me. Thanks for helping people in this kind of cases.
