Twice charged my account without my permission, $19.95 each time

I did not sign up for this service, they recieved my card number through an Expedia.com plane ticket purchase and have twice charged my account without my permission. I do not know what kind of business it is or what services they offer. I have twice tried to cancel, and requested they credit back the charges. They have so far refused.
