National Award Commisson i have send mony several times but not refund ripoff

Dear sir

I arvind kumar gupta i have receiving postal mail from national awards commision since two years and i have send to him 15$ premium fee several times but no responce always he has wrote we you won a 1 million dollar and chose
option for payment (a) 33300$ for annual
(b) one time payment 5550000$ then alaways i have
sent to him my option (b) but he hasnt sent me anything sir i requested to pls do some how for me
