Ripoff-purchasing bulldog pup-sent western union 400-says needs more money to ship-but will not refund my money

I was referred to him to purchase a bulldog pup. He sent pictures to me, then gave me price of $400. Asked me to send Western Union with this information: RECEIVER'S NAME: SALAU AKEEM

He then said shipping charges had changed and he needed 200. More. I told him no and asked him to send me a refund. He keeps asking for more money-will not send me a refund.
