Ripoffs and scams

I recieved a letter in the mail on July 28 stating that I was one of several that emerged as a winner of the British Ramdom Lotto with a check of $2,993.77. The letter stated that I had wond $85,500.00 but would only recieve $80,199.00 of this. I was suppose to cash the check and send $2,841.50 of it back to their designated North American Agent.

The letter ask that I keep this award from public notice until my claim had been processed and money remiited to my account (part of their security protocol to avoid double claming or unwanted taking of advantage of the program by the participants and the public)
I was to call Monica Davis (my agent) of Royal Imperial financial Management Group at the number of 1-204-951-7462. The prize money must be claimed no later tan August 14.

Then it was signed by John Pope (so it looks like that anyways) with the name Douglas Ferdinand
Prize Co-ordinator underneath the signed part.

I'm not sure this is a scam but from the looks of it, it most certainly is. Why would I have to send them money that I won from the lottery, it doesnt make any sense to me. I'm wondering it there is anything legally that can be done about this?
