Ripoff

This company sent me a letter stating that I am entitled to win $1 million and 9 thousand dollars and all I have to do is send them a fee of $19.99 called it a "report fee". This sounds ridiculous. Why do I have to send $19.95 report fee to win a million dollars. If I would've won the money it should be without a cost.
