Ripoff scam giving $5000 of govt grants and $7500 for real estate

The man told me his name was Victor. Told me to actually write it down! He said that the money is coming from fed funds, and I can use it for whatever I want. Said that there were only 7 people in the United Stated that were reciecving it. He told me that I needed a valid savings/checking account in order to recieve the money. Said that the federal government was going to transfer the funds to bank. I gave them my address (They had my old address) and confirmed my name. They had my last name and it was spelled correctly and I said my first name and he said that it was the same as what they had. I found it odd since he couldn't spell anything else, or understand me. Then gave then them name of my bank, then they asked me for my routing number. I asked them if they could just send all the paperwork to me and I would fill it out. He said something about needing to be varified for the transfer of government money and wanted insisted that I continue to give him the information. He had some logical sounding excuse. He spoke with a very heavy accent and was hard to understand. Told me that they were giving me a federal government grant of $5000 to do with whatever I wanted and asked me what I was planning to use it for. I told him school and he says, ahhh very good. I was waiting for the catch, like magazine subscriptions. Then he tells me that they are also going to send me money to buy some real estate and says it will be $7500 and that I can use it to buy a house, or a car!? Is a car real estate? And that I would be getting some credit counseling information in the mail, as well as information on how to buy a house. I was starting to wonder how it was all related... I asked him to wait and that I was gonna put him on "hold" while I muted his call and looked him up on-line. He was saying "Hello, hello, hello" and then he hung up and called back!!! I really found that odd, as noone can ever call you back when you call the Sprint help desks! Also his phone number ony came up as 6 digits on my caller id. It was 786832. They have called several times but I ignored the number prior. 9:16 am on December 14.
