As per our phone conversation, I am sending you the incidents which I got from Conspiracy hate group connected with Regent University Law School Administration. These Criminal Activities are the consequences of the violation of Civil Rights Act of 1964 on the bases of my race, color, and national origin. I want to put these incidents after the removal of Thomas M. Diggs' from his office.in I wrote a complaint letter to the Office of the Governor in Virginia State. My letter was responded to me by Dr. Belle Wheelan who is the Secretary of Education. This is the letter she wrote to me:
Governor Warner has asked me to thank you for and respond to your letter of complaint to Lou Isakoff of Regent University on which you copied the Governor.
Within your complaint, you acknowledge that Regent University is a Christian University. As such, it is a private institution. The Governor of Virginia, the Office of the Secretary of Education nor any elected official possesses the statutory authority to intervene in the internal, policy-related matters of private entities. Moreover, the situation describe appear to be legal issues. As someone knowledgeable of law and legal issues, you undoubtedly know and understand these facts.
I am assume that you chose to copy Governor Warner on your letter for informational purposes. Please be advised that your complaint has been forwarded to the State Council of Higher Education for Virginia (SCHEV). This agency cannot intervene in this matter either; however, SCHEV can keep your complaint on file in case others make similar accusation against Regent University in the future.

Because of my complaint the LL. M program under Regent University School of Law was closed forever. Furthermore, Thomas M. Diggs was removed from Regent University. However, according to my knowledge his telephone extension is still active. It implies that Regent University still has a connection with Thomas M. Diggs. Since I filed acomplaint with OCR, Thomas M. Diggs tried to put me in jail. However, the Magistrate office never issued arrest warrant for me. After that he tried to file a complaint with Civil Case on October 15. At that time, Pat Robertson went to the Philippines to hide his unethical conducts. I appeared in the Court at 8:30 am, but my case was not handle by the Judge until 4:00 pm.in the Court Room, I, Thomas M. Diggs, Sheriff, and the Judge was remained.
After the removal of Thomas M. Diggs, he tried again for Criminal Case. Based on our Constitutional law it is a violation of double jeopardy.in January, I received many unusual calls, therefore I made a report to the Police. Besides, my phone was tapped by my Landlord. The Police Department of Virginia investigated these incidents. Two police came to my work place on January 30, and asked me, " Did you call police for your phone wiretapping, " I said, "Yes." That is the reason we came here to arrest you. This arrest warrant was from Sept. It had been past for two years already. I appeared in the Court on March 1, but he never showed up in the Court. Since that time, my job was totally jeopardized.
I started working at Delicate China Restaurant on April 21. I get paid $ 1,400/month. I asked them to pay my Federal Income tax because I was filing a petition for my family. She promised me she would pay. She mentioned to me that we couldn't give you a raise because we are paying your Federal Income Tax. However, when I got my W2 forms, she never paid my Federal Income Tax. I was trying to file a lawsuit against Regent University, but my employer didn't want to give me a day-off.
As unusual, on May 20, Wendy Liu who is the daughter of my employer didn't come to work. Besides, Howard Shannon who stole my wallet in 2001 was not in her office. At that time, I didn't have a roommate, therefore I left my Driver's License on my table. On May 28, my driver's license was stolen when I was at work. I had made a Police Report at Norfolk on August 8. The Report Number is 040805415404. On July 10, a Chinese guy brought a DVD deck, and he spoke with my employer for a while, then he took it back to his car. Howard Shannon was not in her office from July 9 to July 16. On July 12, my employer got a new truck. On that day the said Chinese guy came to Restaurant also.
In August and September someone came into my room when I was not in. No one has the key except my employer. My employer went to Hongkong on October 18 through February. On November 30, I was trying to visit my family in Burma.
I made a confirmation ticket from Bangkok to Rangoon by my Visa Card on November 26. I tried to pick up my ticket on November 29, my agent said, " Wal Soto told her not to release my ticket." Besides, when she issued it the ticket came from Wal Soto. His name was printed on my ticket. Besides, he was in Singapore, Bangkok, and Combodia when I went to Burma. Wal Soto and his accomplice followed me till Bangkok.
Now my life is in danger. Before I left for Burma, my wallet was stolen on November 27. I made a report to Bank of America, they sent me my Bank Card by DHL express mail on November 29. However, I never received that one.in my wallet, I had my driver's license, my bank card, my IDs. I stayed in Burma for two and a half months.
I came back to the States on Februay 14. On february 28, my LL. M Diploma Certificate in Burmese Original and my dairy was stolen. I made a Police Report at Norfolk Police Station. My Report Number is 050224403401. The next day my Diploma Certificate was back, and I found my diary in my employer's delivery truck. This Report can be traced through Norfolk Police Station at (757) 664-7038. However, one of my note books was stolen again. This time, I did not make a Police Report, but I started filing a complaint against Regent University based on violation Civil Rights Act of 1964 on the bases of my race, color, and national origin.
On April 1, I tried to send DS 230 form and other documents to my wife. I called DHL to pick-up my documents at work. They called the restaurant before they came. When the pick-up lady came, she was unfriendly to me. She put the date 5/1 instead of 4/1. I called the Station to pick up my check and change the date. She came back, and she put the wrong destination code. She put OUA for Burkina in Africa instead of RGN for Burma. It is obvious that Regent University has a connection with conspiracy hate group.
I had received a letter from OCR dated on May 11, signed by David D. Gersten. The letter was received by me on May 14, but it was tampered. I report this to the Postmaster at Zipcode 23513 in Norfolk. It can be obstruction of my mail or a mail fraud. I got many strange calls until May 4, such as; (757) 963-0631 (Education Resources), (515) 292-8737 (Viking Magazine).
On May 22, my dairy and my mail box key was back in my purse. It is needless to say that it was from Regent University School of law. On June 1, my W2 form from Father James P. At Ascension Church was stolen. He is my joint-sponsor for my wife. It can be traced through Sister Edna at (757) xxx-xxxx. I called the administration at Regent University about my stolen W2 form. On May 5, the said W2 form was back in the envelope. Besides most of my correspondence with NVC were stolen. Based on the said occurences, Regent University against me on the basis of my national origin.
I wrote another letter Dr. Wheelan again, here is her response:
This letter is in response to your concerns regarding Regent University School of law. I am sorry that you continue to have problems with the administration at the Law School. You mention that you have filed a complaint with the Office for Civil Rights. I am sure that a reasonable conclusion can be found through the Office for Civil Right's review process.
The Commonwealth has little input into the internal workings of a private institution like Regent University. Nonetheless, I have forwarded a copy of your information to the Private and Out-of-State Postsecondary Education for Virginia (SCHEV). While SCHEV cannot intervene in these matters, its POPE unit can be on watch for patterns of similar complaints and concerns. You may contact the director of the Unit, Rick Patterson, at (804) 224-2609.

Dear your Honor SARA, based on the aforementioned statement, it is needless to say that Regent University committed the violation of Civil Rights for 1964; please investigate thoroughly and take an appropriate legal action on their conducts. I am looking forward to hearing from you in the near future. Thanks in advance.

Dear Mr. Kai:
I received your voice message this morning. Thank you for following up to the letter we sent you on June 2, requesting more information in support of your allegations.
I have read your complaint letter dated April 24 and carefully noted all of your allegations. I would like to hear more about how the criminal actions you mentioned are connected to Regent University. Keep in mind that OCR only investigates alleged discrimination occurring within the last 180 days, so I am most interested in hearing what has happened to you in that time frame. The best way to communicate this information is via email. That way I have a hard copy of what you said and there is no room for error.
Sounds like you have been through a lot, and we are here to try to help. I look forward to hearing back from you.
