Can't cancel ripoff

I am a poor college student who is trying to make end meet and when I tried to call the US Mag Exch's number, it gives me a message saying that "this toll free number cannot be accessed from your calling area" which is weird because the line does ring and then it gives me that message.

I just want to cancel it and soon. I don't know what to do. I need this money for things like food and the essentials like soap and toothpaste.
