Charged $164.00 for a $41.00 item retreived $82.00 back after several calls. Could not contact again

I purchased an item for $41.10. Two days later I find my credit cardcharged$164.40. I managed to find the individuals phone number, called him and he reimbursed $82.20 two weeks later. Tried to contact him again for the remaining $41.10 owed with no luck. My wife did an extensive search on this individual and found that he had several web sites and different alias's andaddresses. I have been ripped. I just want this guy stopped from ripping off others. I believe this individualis committing fraud, and not just on a small scale.
