Eceived a letter from fbi saying im in voilation of copy right law

I was on my laptop checking the lottery winning, and this letter from the fbi appears saying i need to pay 200.00 dollars if i want my computer unblock... I dont have a clue on how to copyright anything... I refuse to pay anything... Im suppose to get something call green dot card and put the money ...
