Wrong parts

I ordered front grease seals and waited four days for them to arrive. The seals were wrong, so I took them back. When he only returned half my money, I asked why. He said, "We don't return your money for shipping." I said I would understand that if the part was used or defective, but these were plain and simple the WRONG parts! It was not my fault.
